Can I switch my Android licence to iOS, or the other way around?

Yes. Contact WPMobile to request the switch, provided the app associated with the licence is no longer published on the store.

If it is already published, remove it from the store first, then request the platform change. Switching a licence does not allow you to keep two published apps for the price of one.
